Global Atmospheric Resilience Network

GARN is a systems-engineering framework for observing, modeling, restoring, and protecting coupled atmosphere–ocean–hydrologic–cryosphere–biosphere systems. Its mission is not arbitrary weather control. The program prioritizes reducing anthropogenic forcing, strengthening resilience, preserving normal weather variability, and using bounded intervention research only when consequence modeling satisfies the Gaia Safeguard Doctrine.

Engineering a more resilient planet

The program combines planetary sensing, high-resolution modeling, counterfactual simulation, restoration science, resilience infrastructure, and bounded intervention research. Every branch is required to preserve uncertainty, provenance, downstream consequences, abort conditions, and a no-action baseline.

Public boundary: These pages describe research architecture and decision safeguards. They do not provide operational instructions for weather modification, geoengineering deployment, or environmental intervention.
