Source reduction first; restoration as a bounded supplement

GARN does not treat planetary restoration as permission to offset unlimited emissions or ecological damage. Direct source reduction remains the preferred path. Restoration research addresses residual forcing, damaged systems, and resilience gaps where benefits can be measured without exporting greater harm.
